The commissioner may promulgate reasonable administrative regulations not inconsistent with the provisions of KRS § 304.17A-800 to KRS § 304.17A-844 that he or she deems necessary for the proper administration of these sections. Nothing in KRS § 304.17A-800 to KRS § 304.17A-
844 or 304.17A-320 or any administrative regulation promulgated thereunder shall require any self-insured employer-organized association group or its members to take any action in violation of the Constitution of the Commonwealth of Kentucky.

- Action: includes all proceedings in any court of this state. See Kentucky Statutes 446.010
- Association: means an entity, other than an employer-organized association, that has been organized and is maintained in good faith for purposes other than that of obtaining insurance for its members and that has a constitution and bylaws. See Kentucky Statutes 304.17A-005
