Notwithstanding the provisions of KRS § 367.860 to KRS § 367.870, a dispute resolution system which is established pursuant to and in compliance with 16 C.F.R. part 703 satisfies the requirements of KRS § 367.865, as long as the dispute resolution system provides each party to the dispute with the right to an oral hearing.
