(1) It is hereby found, determined and declared that the citizens of the Commonwealth who served in the Armed Forces during the Vietnam conflict performed a public service for the United States of America and the Commonwealth and that the payment of the Vietnam veterans’ bonus, as provided in KRS § 40.410 to KRS § 40.560, promotes the public good by rewarding the public service rendered by such individuals and by encouraging future public service by citizens of the Commonwealth.
(2) It is hereby found, determined and declared that a bonus shall be paid by the Commonwealth of Kentucky in the amounts and to the persons determined in accordance with the provisions of KRS § 40.410 to KRS § 40.560.
