No state agency, except as provided in this chapter, shall have power or authority:
(1) To acquire by purchase, lease, condemnation, or other means, any real property, including any interest in real property, except as provided by this chapter and KRS
45A.045;
(2) To lease, sell, or convey any real property, including any interest in real property, belonging to the state or to any state agency, except as provided by this chapter and KRS § 45A.045.

- Lease: A contract transferring the use of property or occupancy of land, space, structures, or equipment in consideration of a payment (e.g., rent). Source: OCC
- Real property: Land, and all immovable fixtures erected on, growing on, or affixed to the land.
- State: when applied to a part of the United States, includes territories, outlying possessions, and the District of Columbia. See Kentucky Statutes 446.010
- State agency: means any state administrative body, agency, department, or division as defined in KRS §. See Kentucky Statutes 56.440
