(1) Service of process shall be provided in accordance with the Kentucky Rules of Civil
Procedure to the following parties in interest:
(a) The owner of the property at his or her last known address;
(b) The city or county in which the property is located that is not the petitioner;
and
(c) Any lienholder with a recorded interest in the property.
(2) Notice of the pendency and nature of the proceeding shall additionally be provided by certified or registered mail to any property owner located within five hundred (500) feet of the property at his or her last known address, including notice the property owner may petition to intervene in the proceeding.
(3) The petitioner shall notify the parties in interest and any property owner located within five hundred (500) feet of the property of the hearing date.

- City: includes town. See Kentucky Statutes 446.010
- Owner: when applied to any animal, means any person having a property interest in such animal. See Kentucky Statutes 446.010
- Registered mail: means any governmental, commercial, or electronic method of delivery that allows a document or package to have:
(a) Its chain of custody recorded in a register to enable its location to be tracked. See Kentucky Statutes 446.010 - Service of process: The service of writs or summonses to the appropriate party.
(a) The owner of the property at his or her last known address;
(b) The city or county in which the property is located that is not the petitioner;
and
(c) Any lienholder with a recorded interest in the property.
