The commissioner shall study and from time to time submit to the Governor and the General Assembly proposals for additions to the state scenic trails system and recreation trails that have been designated by the department, regarding rights-of-way that have been established and on the program for implementing KRS § 148.610 to KRS § 148.780. Each proposal shall include a short statement on the significance of the various trails to the system.
