(1) It shall be the duty of the cabinet to establish and maintain a statewide system of forest fire prevention, detection and suppression.
(2) The cabinet shall formulate a plan and program subject to the approval of the secretary for energy and environment to extend forest fire protection to all counties not now participating in the state program. The plan shall provide for the establishment of such protection in all the counties of the state on or before January
