No provisions of KRS § 15.380 to KRS § 15.404 shall preclude an appointing or employing agency from having requirements that are in excess of or in addition to any requirements specified by KRS § 15.380 to KRS § 15.404 or an administrative regulation promulgated under KRS § 15.380 to KRS § 15.404.
