No officer shall be suspended, reduced in rank or pay, or be discharged or dismissed, except as provided in KRS § 16.140 and KRS § 16.150, and with the further exception that when insufficient funds require a reduction in expenditures, the officer or officers junior in point of service shall be first discharged.
