(1) Notwithstanding any provision of KRS § 161.220 to KRS § 161.716 to the contrary, the Teachers’ Retirement System may, when it deems appropriate, use and accept electronic signatures on any retirement system document, and for any reason that the retirement system would otherwise require a signature, if the electronic signatures are submitted using technology that the board of trustees of the retirement system deems sufficient to protect their integrity, security, and authenticity.
(2) If deemed appropriate for use and acceptance under this section, an electronic signature shall have the same force and effect as a handwritten signature.

(3) The board of trustees of the retirement system may promulgate an administrative regulation in accordance with KRS Chapter 13A to establish guidelines for the use and acceptance of electronic signatures.
