KRS § 162.120 to KRS § 162.140 and KRS § 162.150 to KRS § 162.280 are additional and alternate methods for the acquisition of school buildings by boards of education of independent districts embracing cities of any class, and do not include, alter, amend, or repeal any other statute. No proceeding shall be required for the acquisition of any school building or the issuance of bonds under KRS § 162.150 to KRS § 162.280 except such as are prescribed by those sections.
