Any free public library established after June 13, 1944, shall be established as provided in KRS § 173.300 to KRS § 173.390. Every existing public library which has been heretofore established under provisions of state law except a city of the first class and a county containing a city of the first class shall be considered as operating under the authority of KRS § 173.300 to KRS § 173.390. Every existing contract for library service shall continue until the contract be terminated or a library be established by the governmental unit for which the service was engaged. The provisions of KRS § 173.300 to KRS § 173.390 shall be construed as superseding the provisions of any municipal charter in conflict therewith.
