Said election shall be conducted in conjunction with the regular elections otherwise provided by law to be held on the same day, by the same election officers and at the same polling places. The votes cast in favor of and against KRS § 177.700 to KRS § 177.820 shall be canvassed and certified to the State Board of Elections as in the case of votes cast in the election of officers of the state at large. If it be found that a majority of the votes cast on the question were in favor of KRS § 177.700 to KRS § 177.820, the State Board of Elections shall so certify to the Governor and the Governor shall proclaim that KRS § 177.700 to KRS § 177.820 has been approved and is in effect.
