(1) The cost of maintenance and operation of all bridges purchased, built, repaired, enlarged, or reconstructed, in whole or in part, from the bonds issued under KRS
180.070 shall be paid from appropriations made to the department; provided, however, that while any such bonds are outstanding the department may be reimbursed for such cost out of the bridge tolls and revenues, if and to the extent permitted by the trust indenture for such bonds, and otherwise may be so reimbursed by the continuation of tolls for traffic over the pertinent bridge or bridges after the bonds are retired, but no longer than necessary to pay such costs as may have been borne by the department during the life of the bonds.
