Bridges and tunnels shall be considered as part of the state primary road system where it is necessary or desirable to construct bridges or tunnels as part of state primary roads. Except as otherwise provided in KRS § 180.020 to KRS § 180.240 as to toll bridges, all general laws relating to the construction of primary roads shall be construed to include bridges and tunnels, except that bids for the construction or reconstruction of only one (1) type of bridge or tunnel shall be received and only one (1) type shall be advertised, based on the plans and specifications for the particular bridge or tunnel.
