The State Interagency Council for Services and Support to Children and Transition-Age Youth shall be the only statutory body attached to the cabinet that shall have the authority to issue administrative regulations. No other corporate body or instrumentality of the Commonwealth, advisory committee, interstate compact, or other statutory body, presently attached to the cabinet, shall issue administrative regulations but shall operate only in an advisory capacity.

7.136(2), one or more references to the “Commission for Children with Special Health Care Needs” in this statute have been changed in codification to the “Office for Children with Special Health Care Needs” to reflect the renaming of the commission by the General Assembly in 2018 Ky. Acts ch. 114.
Legislative Research Commission Note (7/15/14). In 2014 Ky. Acts ch. 132, sec. 18, the State Interagency Council for Services to Children with an Emotional Disability was renamed the State Interagency Council for Services to Children. Under the authority if KRS § 7.136(2), the Reviser of Statutes has corrected the reference to that council that appears in this statute.
