The secretary of the Cabinet for Health and Family Services shall be empowered to accept and expend gifts and grants from any source. Such moneys shall go into a trust and agency fund to be administered by the cabinet in furtherance of the purposes of the provisions of KRS § 205.201 to KRS § 205.204.
