The secretary may adopt regulations necessary to prevent conflict with federal laws and regulations or the loss of federal funds. The secretary may adopt regulations to establish procedures necessary to guarantee due process of law. These regulations shall be consistent with the purpose and intent of KRS § 205.710 to KRS § 205.800.
