All money paid to the State Treasurer for licenses and fees required by KRS § 211.972 to
211.980 and regulations promulgated pursuant to KRS Chapter 13A shall be for the sole use of the cabinet and shall be in addition to any moneys appropriated by the General Assembly for the use of the cabinet.
