All fees collected under the provisions of KRS § 219.310 to KRS § 219.410 shall be deposited in the State Treasury in a revolving fund for the use of the cabinet in carrying out the provisions of KRS § 219.310 to KRS § 219.410 and regulations adopted by the secretary. The balance of said account shall lapse to the general fund at the end of each biennium.

- Biennium: means the two (2) year period commencing on July 1 in each even- numbered year and ending on June 30 in the ensuing even-numbered year. See Kentucky Statutes 446.010
