(1) The authority shall develop an incentive program that allocates funds to encourage new infrastructure projects to provide service to unserved areas and improve service to underserved areas of the state. The incentives may be used by government owned and private systems.
(2) The incentives shall be developed to give priority to those projects that have been identified in a water management planning council plan prioritized under KRS
151.607 and meet the funding priorities established by the authority.
