(1) The provisions of KRS § 247.401 to KRS § 247.4027 are severable. If any part of KRS
247.401 to 247.4027 is declared invalid or unconstitutional, that declaration shall not affect the part which remains.
(2) KRS § 247.401 to KRS § 247.4027 shall apply only to causes of action which arise on or after July 15, 1996.
