The manner, conduct, and management of any referendum held under the provisions of KRS § 247.4451 to KRS § 247.4483 shall be under the supervision and direction of the Commissioner of Agriculture, and any and all expenses in connection therewith shall be borne by the commission, council, board, or other agency certified in accordance with the provisions of KRS § 247.4451 to KRS § 247.4483.
