(1) All Commonwealth officers and agencies are authorized to render services to the corporation within their respective functions as may be requested by the corporation.
(2) Construction of KRS § 247.940 to KRS § 247.978, being necessary for the welfare of the Commonwealth and its residents, shall be liberally construed to effect the purposes thereof.
