The commissioner shall make or may approve and adopt reasonable rules and regulations, consistent with this subtitle, for any and all of the following purposes:
(1) Effectuation of the Surplus Lines Law; and
(2) Establishment of procedures through which determination is to be made as to the eligibility of particular proposed coverages for export.

(1) Effectuation of the Surplus Lines Law; and

- export: means to place in an unauthorized insurer under this Surplus Lines Law insurance covering a subject of insurance resident, located or to be performed in Kentucky. See Kentucky Statutes 304.10-030
- Surplus lines: means nonadmitted insurance sold to, solicited by, or negotiated with an insured whose home state is Kentucky. See Kentucky Statutes 304.10-030
(2) Establishment of procedures through which determination is to be made as to the eligibility of particular proposed coverages for export.
