Any Circuit Court may, upon application of the secretary or of the applicant or licensee against whom proceedings upon KRS § 329.100 are pending, enter an order requiring the attendance of witnesses and their testimony, and the production of documents, papers, files, books, and records in connection with any hearing in any proceedings under KRS
329.100.
