The vesting in the cabinet by KRS § 56.440 to KRS § 56.580 of any of the powers, duties or functions heretofore vested in the commission shall not have the effect of invalidating any acts or action heretofore taken by the commission; and the cabinet is authorized and directed to execute any conveyance or other writing or take whatever action may be necessary to complete any such transaction, the same as the commission could have done prior to the effective date of KRS § 56.440 to KRS § 56.580.
