The Finance and Administration Cabinet shall be responsible for the lease of all real property rentals required for use by all departments, agencies, and administrative bodies of the state government listed in KRS Chapter 12 that do not have statutory authority to lease property, and no lease of real property shall be binding against the Commonwealth or any agency unless made and entered into as provided in KRS § 43.050, 48.111, and
56.800 to 56.823.
