Every county buildings commission to which a site for a building has been conveyed, on which a building is to be constructed, remodeled or improved, as provided in KRS
67.465, shall enter into a contract or contracts with some person for the erection, remodeling or improvements on the site of a building with the necessary appurtenances according to the plans and specifications adopted by the county buildings commission and approved by the county.
