For the purpose of KRS § 67.730 to KRS § 67.745, the regular county judge/executive, the deputy county judge/executive, or other persons designated to serve in the line of succession during an emergency shall be deemed “absent” when he is outside the county at the time of the occurrence or declaration of the emergency and is unable to return; and shall be deemed “disabled” when sick, injured or mentally incompetent to perform the duties.
