The legislative body of the urban-county government is hereby authorized and empowered to establish and provide such other pension funds, systems, social security programs or other retirement benefits allowable as may be deemed necessary or desirable for those employees not covered by the pension provisions of KRS § 67A.320 and
67A.330, or for the benefit of the employees covered by the provisions of KRS § 67A.320 and KRS § 67A.330.
