(1) At any time not earlier than five (5) years following the passage of a purchase of development rights proposal in a referendum authorized by KRS § 67A.843 and
67A.847, a referendum may be held on the question of whether to increase, decrease, or eliminate the funding sources of the program, either upon the adoption of a resolution by the legislative body of the urban-county government or upon the filing of a duly certified petition, according to the same procedures set forth in KRS
67A.847.
(2) The passage of a referendum to decrease or eliminate the funding sources for a purchase of development rights program will not be legally effective prior to the satisfaction of all contractual obligations that have been assumed by pertinent contracting authorities in connection with the program.
