In order to provide money for carrying out the purposes of this chapter, the fiscal court of a county within which the air pollution control district has been activated and the legislative body of a city qualified to appoint members of the board pursuant to KRS
77.070 within such county, if there be any such city, may annually appropriate funds to such district. If there be such city within the county, the appropriation shall be in such proportion as may be agreed upon between the city legislative body and the fiscal court. Such funds shall be deposited in the treasury of the air pollution control district.
