Every resolution or ordinance adopted by the governing body of any municipality under the provisions of KRS § 96.550 to KRS § 96.900 shall become effective from and after its passage, and no such resolution or ordinance shall be the subject of any referendum or election except as expressly provided in KRS § 96.550 to KRS § 96.900.
