A.  The owner of any vehicle that was stored by a public agency shall have the right to an administrative hearing to determine if towing and storage of said vehicle was proper.  The owner of the vehicle must make a request for a hearing within ten days of the date that the owner notification is mailed as described in La. Rev. Stat. 32:1720 to the agency that had the vehicle towed.

B.  The hearing shall be conducted by the public agency authorizing the tow or other body authorized to do so within three business days after receipt of the request for a hearing.
