The legislative body of any municipality not governed by this Part may by a majority vote call an election to become governed by the provisions of this Part.  The election shall be held in accordance with the procedures specified in La. Rev. Stat. 18:1300 and other applicable provisions of the Louisiana Election Code.  If a majority of the legal votes cast are for adopting the provisions of this Part, the municipality shall be governed by its provisions, and the result of the election shall be certified to the secretary of state, who shall make a record of the same in his office.  If a majority of the votes cast are against adopting the provisions of this Part, the legislative body may not call another election on the question for at least twelve months after the date of the election.
