When any state other than those named specifically in La. Rev. Stat. 56:73 becomes a party hereto for the purpose of conserving its anadromous fish or marine species in accordance with the provisions of La. Rev. Stat. 56:73, the participation of the state in the action of the commission shall be limited to such species of fish.
