           Each of the parishes composing the Sixth Judicial District shall annually, and at the same time it prepares its general budget of expenses, budget an amount sufficient to pay the salaries fixed in La. Rev. Stat. 16:164 and the expense allowance fixed in La. Rev. Stat. 16:165.
