For the purposes of this Subpart, the following terms have the following meaning:

(1)  “Department” means the Louisiana Department of Insurance.

(2)  “Public entities” means political subdivisions as defined in La. Const. Art. VI, § 44 of Louisiana.  However, “public entities” does not include hospital service districts and health care facilities established by local governing authorities.
