In addition to the power and authority of the council to punish for contempt as provided in Article III, Section 7 of thethe Louisiana Constitution, the council shall also have the power and authority to invoke the provisions of La. Rev. Stat. 24:4 through La. Rev. Stat. 24:6, inclusive, in order to subject persons guilty of contempt of the council to the penalties provided for therein.
