The governing authority of any municipality having less than one thousand inhabitants, and not provided for in La. Rev. Stat. 3:2531, desiring to adopt such an ordinance may order a special election to be held within the municipality at which the question shall be submitted to the qualified voters of the municipality, to hold the election as now provided by law, and to canvass and promulgate the returns thereof.
