All contracts of lease previously entered into by the governing authority of a municipality having a population of five hundred thousand or more on the effective date of this Section for lands, surface rights, water rights, air rights, and/or other facilities and other rights or property owned or leased by such a municipality for use and occupancy as a boat slip and/or boat house and/or any other facility related to boating are hereby ratified and confirmed and shall be given the same force and effect as if such contracts of lease had been made and executed pursuant to the provisions of La. Rev. Stat. 41:1211 through La. Rev. Stat. 41:1222, both inclusive, and the provisions of La. Rev. Stat. 41:1501 through La. Rev. Stat. 41:1505, both inclusive, notwithstanding anything in this Part and this Chapter or any other law to the contrary.
