Any state agency may develop a plan for participation in the mentor-protégé program which plan shall be consistent with the rules and regulations adopted pursuant to La. Rev. Stat. 51:946.  Additionally, each plan shall specify the conditions for participation for that agency in accordance with the statutes governing public bid and procurement.
