The provisions of La. Rev. Stat. 13:4405 apply only to Orleans Parish.  The provisions of La. Rev. Stat. 13:4341 have no application to Orleans Parish.  The provisions of La. Rev. Stat. 13:4343 through 13:4350, La. Rev. Stat. 13:4353 through 13:4357, and La. Rev. Stat. 13:4359 through 13:4366 are applicable to all parishes, including Orleans Parish.
