Notwithstanding La. Rev. Stat. 42:267 or any other law to the contrary, the governing authority of a parish with a population of not less than three hundred forty thousand and not more than four hundred twenty thousand persons according to the most recent federal decennial census may name certain buildings, parks, and civic complexes in honor of a living person.
