Notwithstanding the provisions of La. Rev. Stat. 33:7574, the board of commissioners of Beachfront Development District No. Two of Cameron Parish shall be governed by a board of six commissioners who shall be qualified voters and residents of the district. The additional member of the board provided for by this Section shall be appointed by the parish governing authority and shall be a qualified voter and resident of the parish. Such member shall be appointed for an initial term of five years. The successors of such member shall be appointed for terms of five years as provided for other members of the board.
