If any person fails or refuses to pay the amount of expenses of examination certified to by the commission, after fifteen days from the receipt of such certificate, or after final judgment where a rule has been taken as provided in La. Rev. Stat. 45:1181, the commission may revoke the certificate of authority of the person to do business until the full amount is paid.
