If after a hearing on the complaint provided for in La. Rev. Stat. 45:1196 the commission determines that any party complainant is entitled to an award of damages for violation of any of the orders, rules, regulations, rates, or classifications adopted or approved by it, the commission shall make an order directing the persons mentioned in La. Rev. Stat. 45:1196 as subject to the control of the commission, to pay to the complainant the sum to which he is entitled on or before a named day.
