An applicant seeking a permit or permission to operate for geophysical and geological surveys related to exploration for the geologic sequestration of carbon dioxide shall notify the governing authority of the parish within which the proposed survey is to occur in accordance with rules promulgated by the department. The notice may be made by electronic mail to the parish president, police jury president, or mayor-president, depending on the form of parish government.
