The following penalties shall be imposed for a class one violation:
(1) For the first offense, a fine of fifty dollars. The fine shall include all costs of court.
(2) For the second offense, a fine of not less than seventy-five dollars nor more than two hundred fifty dollars.
(3) For the third offense and all subsequent offenses, a fine of not less than two hundred dollars nor more than five hundred fifty dollars.
